Mr Tusk, one of the EU’s most senior officials, will chair the meeting of leaders, which will not involve the Prime Minister, in a bid to reach a unified position.
Article 50 can only be extended by all of the EU’s remaining 27 leaders once they have agreed unanimous position.
Of the proposed Brexit delay, Mr Tusk said: “During my consultations ahead of the European Council, I will appeal to the EU27 to be open to a long extension if the UK finds it necessary to rethink its Brexit strategy and build a consensus around it.”
Simon Coveney, the Irish deputy prime minister, said Britain should be offered a 21-month delay to allow a “fundamental rethink” on its Brexit strategy.
